WM4U presents the final report under the component “Reform of the Municipal Waste Tariff System”. The report provides recommendations for updating Ukraine’s current tariff system and is intended to serve as a basis for developing a reformed fee model for municipal waste management.
The report builds on two previous studies: the Current Situation Analysis of Ukraine’s waste management and tariff system, and a Comparative Analysis Report presenting alternative fee models used in Europe, with in-depth examples from Sweden and Poland. It examines shortcomings of the current tariff model and proposes approaches to simplify and increase its flexibility, while creating opportunities for the gradual implementation of Pay-As-You-Throw (PAYT) systems.
The report also outlines a methodology for estimating the reserves needed to finance landfill aftercare costs in line with the technical requirements of the EU Landfill Directive and for incorporating these costs into the fee model.
The report will be useful for public authorities, municipalities and waste management professionals involved in developing, calculating and implementing fee systems. The proposed approach takes into account the varying capacities and needs of local communities and sets out directions for legislative changes to facilitate a gradual transition to new payment models.
