The Programme is implemented by Sweden through Avfall Sverige and SALAR International, with support from Sida. The discussion brought together representatives of Ukrainian ministries, parliament, Swedish sectoral organisations, and international partners.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The meeting opened with an overview of WM4U\u2019s achievements during its first year of implementation. The team presented initial results in developing a tariff model for municipal waste management, preparing baseline reports for community clusters, assessing the potential for landfill gas collection and utilisation, and advancing the model of Extended Producer Responsibility (EPR).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2025, WM4U will focus on tariff modelling and pilot projects in communities, conducting a Waste-to-Energy study, implementing the recommendations of the Swedish Environmental Protection Agency (SwEPA) for revising regional waste management plans, and continuing work on legislative harmonisation with EU norms.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"770\" src=\"https:\/\/wm4u.org.ua\/en\/wp-content\/uploads\/sites\/2\/2025\/10\/photo_2025-10-08_11-27-36-1024x770.jpg\" alt=\"\" class=\"wp-image-1004\" srcset=\"https:\/\/wm4u.org.ua\/en\/wp-content\/uploads\/sites\/2\/2025\/10\/photo_2025-10-08_11-27-36-1024x770.jpg 1024w, https:\/\/wm4u.org.ua\/en\/wp-content\/uploads\/sites\/2\/2025\/10\/photo_2025-10-08_11-27-36-300x225.jpg 300w, https:\/\/wm4u.org.ua\/en\/wp-content\/uploads\/sites\/2\/2025\/10\/photo_2025-10-08_11-27-36-768x577.jpg 768w, https:\/\/wm4u.org.ua\/en\/wp-content\/uploads\/sites\/2\/2025\/10\/photo_2025-10-08_11-27-36.jpg 1280w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Tony Clark, Managing Director of Avfall Sverige:<\/strong><strong><br><\/strong> <em>\u201cWe see in WM4U true teamwork aimed at real impact. The \u2018polluter pays\u2019 principle must become key \u2013 municipalities should not be left to cover the cost of others\u2019 waste.\u201d<\/em><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>The Ukrainian perspective: from legislation to practice<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The discussion involved representatives of the Verkhovna Rada Committee on Environmental Policy, the Ministry for Development of Communities and Territories of Ukraine, and the newly established Ministry of Economy, Environment and Agriculture \u2013 which unites policies across three sectors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Oleh Bondarenko, <\/strong>Chair of the Verkhovna Rada Committee on Environmental Policy and Nature Management:<strong><br><\/strong> <em>\u201cUkraine already has a framework law on waste management, adopted despite resistance from vested interests \u2013 proof that there is political will. The next step is practical implementation and the creation of an economic model suitable for Ukrainian conditions.\u201d<\/em><\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/wm4u.org.ua\/en\/wp-content\/uploads\/sites\/2\/2025\/10\/photo_2025-10-08_11-27-41-1024x576.jpg\" alt=\"\" class=\"wp-image-1005\" srcset=\"https:\/\/wm4u.org.ua\/en\/wp-content\/uploads\/sites\/2\/2025\/10\/photo_2025-10-08_11-27-41-1024x576.jpg 1024w, https:\/\/wm4u.org.ua\/en\/wp-content\/uploads\/sites\/2\/2025\/10\/photo_2025-10-08_11-27-41-300x169.jpg 300w, https:\/\/wm4u.org.ua\/en\/wp-content\/uploads\/sites\/2\/2025\/10\/photo_2025-10-08_11-27-41-768x432.jpg 768w, https:\/\/wm4u.org.ua\/en\/wp-content\/uploads\/sites\/2\/2025\/10\/photo_2025-10-08_11-27-41.jpg 1280w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">According to the expert, key priorities for parliament and government include improving economic incentives, gradually increasing landfill tariffs, strengthening control mechanisms, and enhancing the institutional capacity of hromadas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Olena Kalashnyk, <\/strong>Head of the Waste Management Department at the Ministry of Economy, Environment and Agriculture of Ukraine:<strong><br><\/strong> <em>\u201cIt is important that the landfill tax be higher than the recycling tax; otherwise, waste will continue to flow to landfills. WM4U is an important part of this process and a great platform for cooperation between national, municipal, and international partners.\u201d<\/em><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Coordination and next steps<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Participants underscored the importance of aligning efforts with other international programmes, financial institutions, and donors. Representatives of NEFCO confirmed that work on investment support is progressing, while Sida and WM4U are preparing for the next stage of implementation \u2013 with practical projects expected to start in 2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The second meeting of the WM4U Advisory Committee served as a platform for discussing the systemic changes now under way in Ukraine\u2019s waste management sector. Despite the ongoing war, participants reaffirmed their commitment to continued cooperation, harmonisation with European standards, and developing practical solutions for local communities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Ryan Knox, Managing Director of SALAR International:<\/strong><strong><br><\/strong> <em>\u201cWe see Ukraine steadily moving towards the European model of waste management.
