Representatives of the Swedish \u2018North\u2019 Cluster paid a working visit to the Lozova Cluster in the Kharkiv region as part of the \u2018Strengthening of Municipal Waste Management in Ukraine\u2019 (WM4U) programme. The event was attended by representatives of communities in the Kharkiv region, the regional military administration, relevant institutions, Swedish partners and programme experts. <\/p>\n\n\n\n

Participants discussed the development of a cluster-based approach to municipal waste management, the establishment of cooperation mechanisms between communities and further steps towards implementing European standards in the sector. Particular attention was paid to the organisation of the Lozova cluster\u2019s work, specifically the formation of an Advisory Committee and a Coordination Group, which will ensure cooperation between communities and the coordination of joint decisions in the field of waste management.<\/p>\n\n\n\n

Discussions centred on extended producer responsibility, the development of separate waste collection, the management of bio-waste and hazardous waste within the household waste stream, as well as modern approaches to landfill operation. Participants considered how these tools could be incorporated into the implementation of the regional waste management plan.<\/p>\n\n\n\n

Over two days, community representatives worked in workshops to draw up a joint action plan for the cluster and identified the priority steps for developing a waste management system. The Swedish partners presented practical examples of municipal cooperation that could be adapted to Ukrainian conditions.<\/p>\n\n\n\n

A separate part of the event was devoted to the transfer of equipment and investments. Participants learned about opportunities for receiving support under the WM4U programme, discussed approaches to the transfer of equipment and the implementation of short-term investment projects. Representatives of the Lozova community presented their own experience of attracting and utilising donor aid, and shared the practical results of completed projects.<\/p>\n\n\n\n

As part of the field trip, participants visited sites in the Lozova community that had received support from WM4U, including container infrastructure. The delegation also visited the landfill site in the Lozova community, where they discussed the challenges associated with its operation and possible ways of modernising it in line with European requirements.<\/p>\n\n\n\n

We are confident that the solutions developed during the visit will form the basis for the further development of the Lozova cluster and the implementation of joint projects by communities in the Kharkiv region in the field of municipal waste management.<\/p>\n\n\n\n
