In June, a series of eight online meetings took place with representatives of local authorities in the Kharkiv Region. During these events, experts presented approaches to clustering within the draft Regional Waste Management Plan and discussed with the local authorities how to establish a cluster-based waste management system.<\/p>\n\n\n\n
The draft Regional Plan provides for the creation of eight clusters: Berestyn, Bohodukhiv, Zmiiv, Izium, Kupiansk, Lozova, Kharkiv and Chuhuiv.<\/p>\n\n\n\n
The main focus of the meetings was on defining the boundaries of the clusters, determining which local authorities would be included in each one, and the location of future waste treatment facilities. This approach is intended to ensure the efficient use of infrastructure, optimise logistics and create the conditions for the development of a modern waste management system.<\/p>\n\n\n\n
When developing the cluster model, experts are taking into account a number of criteria, including population size, the feasibility of establishing modern regional landfill sites and waste treatment facilities, minimising transport costs and distances, and reducing the volume of waste sent to landfill.<\/p>\n\n\n\n
Particular attention is being paid to the challenges arising from the full-scale war. In particular, the security situation, the extent of the destruction, population displacement, the condition of the road network and the need to ensure that waste treatment facilities are accessible to communities are all being taken into account.<\/p>\n\n\n\n
Discussions with representatives of local communities enable us to refine project proposals and draw up a regional plan that will take into account both legislative requirements and the actual needs of communities in the Kharkiv region.<\/p>\n\n\n\n
An effective waste management system begins with high-quality planning. That is why, when preparing the Regional Waste Management Plan for the Kharkiv Region, it is important to take into account the specific characteristics of each community, the logistics of waste transport and the prospects for developing shared infrastructure.<\/p>\n\n\n\n
