The assignment is being carried out within the framework of the Sida-funded WM4U \u2013 Waste Management for Ukraine \u2013 which aims to strengthen Ukraine\u2019s transition to a circular and EU-compliant waste sector.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An outdated tariff system for municipal waste management in Ukraine is facing an important reform. The goal is to update the system in line with the polluter pays principle, the EU\u2019s waste hierarchy and the goals of a circular economy. The procurement, carried out by Avfall Sverige and SALAR International, has now been completed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>\u201cFinancing all aspects of waste management is absolutely crucial for a successful revision of the waste system in Ukraine,\u201d<\/em> says Andrik Mols, project manager at Avfall Sverige. What may sound like mossy bureaucracy is a cornerstone for saving both resources and the environment, and something for which Sweden has good models.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"915\" height=\"609\" src=\"https:\/\/wm4u.org.ua\/en\/wp-content\/uploads\/sites\/2\/2025\/04\/image.png\" alt=\"\" class=\"wp-image-835\" srcset=\"https:\/\/wm4u.org.ua\/en\/wp-content\/uploads\/sites\/2\/2025\/04\/image.png 915w, https:\/\/wm4u.org.ua\/en\/wp-content\/uploads\/sites\/2\/2025\/04\/image-300x200.png 300w, https:\/\/wm4u.org.ua\/en\/wp-content\/uploads\/sites\/2\/2025\/04\/image-768x511.png 768w\" sizes=\"auto, (max-width: 915px) 100vw, 915px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><em>\u201cA well-functioning tariff structure lays the foundation for an improved waste management system. Therefore, the assignment to review the tariff system has had high priority and is the first of several procurements within the framework of WM4U,\u201d <\/em>says Pontus F\u00f6rberg, programme manager at SALAR International.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Four tenders were received and evaluated. The assignment has now been awarded to Sweco.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sweco will analyse shortcomings in the existing system, propose new tariff models and develop a tool for fee calculation. The assignment also includes testing the new system in pilot municipalities, developing training materials and supporting the development of legislative proposals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The contract, with an estimated value of approximately SEK 2 million (EURO 170,000), will begin in April 2025 and involves close collaboration with relevant ministries and municipalities in Ukraine, Avfall Sverige, SALAR International, and others.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>\u201cThe project is exciting and well thought out, with tariffs and economics as a starting point rather than as a consequence at the end. It provides a focus on the economic sustainability of waste systems, but also the role of financing models as a policy instrument.
