Key facts about the Programme

WM4U – “Strengthening of Municipal Waste Management in Ukraine Programme (2024–2027)” – is a Swedish-Ukrainian international technical assistance programme aimed at bringing about systemic changes in the field of municipal waste management in Ukraine.

Implementing bodies:

Funding: The Swedish Government via the Swedish International Development Cooperation Agency (Sida)
Implementation:
- The Swedish Association for Waste Management and Recycling (Avfall Sverige)
- The international division of the Swedish Association of Local Authorities and Regions (SALAR International)

Programme objectives:

To support reform of municipal waste management in Ukraine.
To strengthen cooperation between stakeholders in the field of municipal waste management.
To strengthen the capacity of communities and regions to plan and deliver high-quality and sustainable services.
Implementing EU legislation on waste management, in particular:
- new tariffs for municipal waste management
- biowaste management
- extended producer responsibility
- reducing landfill disposal
- regulating taxation on waste disposal

Implementation format:

The programme runs from July 2024 to August 2027.
Pilot projects are planned in: Ivano-Frankivsk, Vinnytsia, Lozova (Kharkiv region) and Kremenchuk (Poltava region).
Transfer of equipment (containers, refuse collection lorries, loaders, etc.) from partners in Sweden.
Engagement of Swedish experts and practitioners for training and consultancy.
Collaboration with Nefco (Nordic Green Bank) – the Nordic Environment Finance Corporation – to prepare investments.
