Past tenders: 

1. Tariff study – Q1 2025. An outdated tariff system for municipal waste management in Ukraine is facing an important reform. The goal is to update the system in line with the polluter pays principle, the EU’s waste hierarchy and the goals of a circular economy. The procurement has been completed in Summer 2025. 


2. Revision of Regional Waste Management Plans (RWMPs) – Q2 2025. The Regional Waste Management Plans in four selected regions will have to be revised and updated following the new National Waste Management Plan, guidelines and recent EU developments. OBS: This Tender has been cancelled due to a change in approach. The procurement has been cancelled due a change in approach. 


3. Sector Assessment on EfW – Q3 2025. As part of the current Program, and upon specific request from the Ukrainian government, it is now considered developing a Component on Energy-from-Waste (EfW). The study aims to support the introduction of EfW solutions in Ukraine, addressing both the waste side and the energy side within a systematic approach. The tender was completed in March 2026.


Past recruitments:

1. Four Experts for the preparation of Local Waste Management Plans (LWMPs). The LWMP Experts will prepare LWMPs in full accordance with Ukrainian guidelines/legislation. The work on LWMPs will be carried out in parallel with the preparation of Cluster Concepts. The LWMP Experts will work in close cooperation and interaction with WM4U Programme Management, in particular the Local Planning Coordinator, the Local Planning Experts and the Local IMC Expert, but also in line with the International Lead Expert for preparation of the Cluster Concepts. This recruitment has been completed in March 2025.


    2. Communications Lead. Communications Lead will support the Programme’s implementation in Ukraine by planning and delivering high-quality external communication in close cooperation with the Ukrainian team and international partners in Sweden. This recruitment has been completed in March 2025.


    3. Programme assistant. The Programme Assistant will work full-time in the Administrative Support Unit in Ukraine (Kyiv) and will closely collaborate with teams from both programmes. The role involves providing administrative and organisational support, ensuring office operations, coordinating logistics for events and travel, and carrying out tasks on request from thematic teams to enable effective implementation of programme activities. This recruitment has been completed in February 2025.


    4. Local Planning Experts in Waste Management (2 positions). Two Local Planning Experts in waste management. Experts will work across four pilot clusters in Kharkiv, Poltava, Vinnytsia and Ivano‑Frankivsk regions to develop local waste management plans (LWMPs) and local investment plans. This recruitment has been completed in January 2026.


    5. RWMP Experts. Two waste management experts will be recruited to revise Regional Waste Management Plans (RWMPs) in Ukraine. The experts will primarily assist the Kharkiv and Vinnytsia oblasts, ensuring their plans align with Ukraine’s new National Waste Management Plan (2024) and EU standards. The work involves analyzing and updating existing regional plans, collaborating with regional administrations and inter-municipal clusters, and ensuring coherence between regional and local waste strategies. Tasks cover the full waste management chain—generation forecasts, clustering, collection, sorting, treatment, and disposal—based on cost-effective and environmentally sound EU-aligned practices. This recruitment has been completed in August 2025.


    6. Planning Leads
    This position will coordinate and support the development of local waste management plans in two of four clusters, working closely with local stakeholders. One Lead will focus on Ivano-Frankivsk and Vinnytsia, and another on Kremenchuk and Lozova. Close cooperation with Programme management, Swedish partners, and other Local Waste Planning Leads is essential to ensure consistent approaches and represent the Programme at the local level. This recruitment has been completed in April 2025.


    7. IMC Lead
    This position will support the establishment of inter-municipal cooperation organizations in the clusters, in other words a common resource for all clusters. This is central to ensure alignment with national ambitions on inter-municipal cooperation but also to facilitate knowledge exchange between the clusters concerned. An important aspect is the collaboration with Programme management and Swedish clusters, as the very purpose of the Programme as a whole is based on support from Sweden. This recruitment has been completed in April 2025.


    8. MinDeV Support Expert
    As outlined in the Programme document the Ministry for Development of Communities and Territories of Ukraine (MinDev) is the main beneficiary of WM4U and the budget provides for resources to support the capacity of the Ministry. The Ministry has requested support from WM4U, in order to be adequately resourced for the additional work required to engage in a qualified dialogue with the Programme. This recruitment has been completed in April 2025.


    9. LFG Expert
    The consultant will carry out an Extended Landfill Gas Study. The assignment aims to build on a previous pre-study to develop practical models and systems for reducing landfill gas emissions, improving energy recovery, and proposing feasibility studiesfor mitigation measures at selected landfill sites across Ukraine. The consultant will design a standardized approach for landfill gas management, apply it to 12 sites (out of 30 pre-selected), and prepare a final report with technical concepts, emission-reduction estimates, and recommendations for investment. This recruitment has been completed in February 2025.
