On 10 December, the Cabinet of Ministers of Ukraine adopted Resolution No. 1634 “On Amendments to the Procedure for Determining Business Entities Carrying Out the Recovery and Disposal of Municipal Waste”. The amendments were developed with the active expert involvement of the WM4U Programme and represent an important step in advancing intermunicipal cooperation within the cluster approach.

The main objective of the Resolution is to improve the procedure for determining business entities responsible for the recovery and disposal of municipal waste, taking into account the needs of intermunicipal cooperation for cluster facilities. This enables communities to pool efforts, plan infrastructure more effectively, and ensure the sustainable operation of waste management facilities.

WM4U experts contributed to the development of the amendments at all key stages – from analysing the existing regulatory framework and identifying practical barriers faced by communities, to formulating concrete proposals for updating the Procedure. Thanks to this systematic work, clearer and more transparent mechanisms for determining operators of facilities serving several communities were established.

For territorial communities, these changes mean:
– expanded opportunities for the joint use of infrastructure;
– reduced financial pressure on individual local budgets;
– greater predictability and transparency of management decisions;
– practical conditions for implementing the cluster approach to municipal waste management.

The adoption of Resolution No. 1634 is a tangible result of WM4U’s expert support aimed at implementing modern European approaches, fostering intermunicipal cooperation, and strengthening the institutional capacity of communities.

WM4U will continue to support the practical implementation of these changes, assisting communities and public authorities in the transition towards an efficient, transparent, and economically sound municipal waste management system in Ukraine.
