The research shows that even with shared policy goals, countries apply different tariff models — creating space for tailored solutions.Sweden and Poland demonstrate more flexible systems with built-in incentives that encourage waste reduction and recycling.
One of the key takeaways is that Ukraine could benefit from giving municipalities greater flexibility in setting tariffs. Such an approach would allow systems to better reflect local realities and improve overall performance.
