How are household waste management tariffs calculated in Ukraine today?
Why do they often fail to cover real costs — and what needs to change?

This interim report was developed within the Swedish-Ukrainian WM4U Programme, implemented by SALAR International and Avfall Sverige. 

It provides a comprehensive analysis of the current tariff system, legal framework and household waste management practices in Ukraine.

The report explores:
— how the tariff system currently works
— key gaps and structural challenges
— decision-making processes at national and local levels
— case studies from Kremenchuk and Lysets communities

It also looks at financial sustainability, investment needs and the role of tariffs in improving the sector. Special attention is given to regulatory constraints and cost calculation mechanisms.

This report is the first step towards a tariff reform aimed at making waste management more efficient, transparent and sustainable.
