The Ministry of Community and Territorial Development of Ukraine has approved amendments to the Rules for determining standards for the provision of household waste management services. Experts from the WM4U Programme were involved in drafting and refining the amendments.
- One of the key changes is the refinement of approaches to determining generation rates for specific types of household waste. From now on, separate bins may be installed to measure these. Furthermore, such measurements can be carried out simultaneously with the new measurements of mixed household waste generation rates.
This is particularly important for local authorities implementing separate collection. Previously, for specific waste streams such as glass, paper, cardboard or plastic, there was no clear mechanism for determining the generation rates required to calculate the cost of the service. Communities that have already introduced separate collection will now have a clear mechanism and reliable data for determining the volumes of individual waste streams and, consequently, for accurately calculating the cost of the relevant service.
- The list of sources of household waste generation and the corresponding units of measurement for institutions of general secondary, vocational, out-of-school, pre-higher vocational, higher and postgraduate education has been clarified.
- An important addition was the inclusion in the Rules of Annex 7, ‘Daily Standards for the Provision of Household Waste Management Services’. This annex is of practical importance for local authorities determining the scope of household waste management services for the first time.
The updated Regulations provide local authorities with an additional practical tool for determining service levels and organising the household waste management system, particularly during the initial stages of its development.
