Actions and expected result
The approach involves assessing the current system’s flaws, proposing new tariff and budgeting principles, developing a tariff calculation model, and analysing and testing the new system in the programme´s pilot regions and municipalities.
Expected deliverables are a comprehensive report with recommendations for updating the tariff system, a simulation tool for municipalities to set tariffs, draft legislation for financial guarantees after landfill closures, and a user training programme on the new system.
