Reform of the tariff system

This component aims to support necessary reforms to the current outdated municipal waste management tariff system, to enhance sustainable financing of the sector. The objective is to enable beneficiaries to table proposals for an updated tariff system reflecting sustainability principles, including the polluter pays principle, the waste hierarchy, and circular economy goals. 

Actions and expected result
The approach involves assessing the current system’s flaws, proposing new tariff and budgeting principles, developing a tariff calculation model, and analysing and testing the new system in the programme´s pilot regions and municipalities.

Expected deliverables are a comprehensive report with recommendations for updating the tariff system, a simulation tool for municipalities to set tariffs, draft legislation for financial guarantees after landfill closures, and a user training programme on the new system.  This includes a model for calculation om Landfill Closure costs as well.
